After the massive earthquake which leveled Gotham City, the United States government declared the ruins “no man’s land”—off limits to any citizen—and told the survivors to leave. Many didn’t. Some were too poor, some too stubborn, and some saw it as an opportunity to rule. Guns are useless without a supply of ammunition to feed them, and apples are worth more than diamonds to those who remained.
