The Knesset is Israel's legislature, and its laws form the basis for the nation's legal system. Ancient Jewish law is one of the sources applied to interpret the laws of the State. Israel does not yet have a complete written constitution, and some of its laws are still derived from British Mandatory (1920-1948) legislation, and even pre-1917 Ottoman law. However, there are "Basic Laws" that cover a broad variety of subjects, such as the State, presidency, parliament, courts, government, army and equality of gender. The court system consists of the Supreme Court, district and peace courts, as well as courts of special jurisdiction, such as local, labor, traffic and juvenile courts, as well as military and religious courts. Judges are appointed by the president of the State.
The coin's obverse depicts Scales of Justice against the facade of a modern court building, and a biblical quote "Execute ye judgment and righteousness" (Jer. 22:3).
The 10 New Sheqalim gold coin has been the cause of some unconfirmed controversy. The gold coin was widely used as presents to foreign dignitaries, With supply soon dwindling, and the maximum mintage figure of 2,500 gold coins not yet having been met, the Bank of Israel and Israel Government and Medals Corporation applied to Monnaie de Paris, the Mint that had struck the initial 2,125 coins, to mint the remaining 375 gold coins. The French Mint flatly refused, and apparently could or would not hand over the original die for use by an alternative supplier of the balance of 375 gold NIS 10 coins. The Bank of Israel and the IGCMC then hastily turned to the Royal Netherlands Mint at Utrecht, asked them to prepare a new die and mint the required 375 coins. The Dutch obliged and supplied the coins. However, because of the necessity to prepare a new die from scratch, the reeding of the Utrecht variety of the gold coin is much wider than that of the Paris version. The French Mint's rebuttal purportedly led to a sudden deterioration in its relations with its Israeli customers, which resulted in a total breakdown. Since this incident in 1992, no Israeli coins have been minted in Paris.
Another source of controversy was the rumor that after arrival in Israel, many or even most of the 375 "Utrecht die" gold NIS 10 coins were purchased by one or more local dealers, with the purpose of speculation and artificially inflating its market value. For some time they may have succeeded, as temporarily its street price rose to $2,800.00, whereupon it collapsed, however, to its present value.
