The Mega Drive 2 va4 is the last Mega Drive revision, called the short board. It's often considered to have the best RGB output of any mega drive. This one has the Sony cxa1645, one of the best amp and video encoders installed from the factory (most European mega Drive have Fujitsu amp encoder)
I installed a region toggle which allows booting of any game from USA, PAL, or Japan. You can also boot pal games and switch to 60hz after loading.
The system has a true ntsc 60hz crystal installed so it will work perfectly with digital scalers, and it is correct for speed running 60hz NTSC games.
